International Students support
Higher education at Moscow City University can be obtained by a foreign citizen in two ways:
– under the quota of the Government of the Russian Federation for foreign citizens (free education, selection and admission through the Russia Cooperation line).

– on a general basis in accordance with the Admission Rules of Moscow City Pedagogical University (free or tuition-based education)
In accordance with the current legislation, the right to receive higher education on a competitive basis on par with citizens of the Russian Federation (free and fee-based education) is granted to the following categories of citizens:
1. Citizens of the following states:
- Republic of Belarus
- Republic of Kazakhstan
- Kyrgyz Republic
- Republic of Tajikistan (confirmation of citizenship is required)
For these citizens, when submitting documents, there is no need to provide an apostille and nostrification. A mandatory condition is to provide a notarized translation of the document on education and the identity document into the Russian language.
Visa Invitation for Entry
For foreign citizens from countries with visa-free arrangements with the Russian Federation, entry into this territory only requires presenting a foreign passport (the list of countries with visa-free arrangements with the Russian Federation is available on the website of the Ministry of Foreign Affairs of the Russian Federation at: https://www.mid.ru/ru/useful_information/information/entrance_mode).
In all other cases, besides a document confirming identity, a Russian student visa is required for entry into the territory of the Russian Federation.
To obtain a student visa, a foreign citizen will need a visa invitation for entry.
To apply for an invitation, the foreign citizen should contact the international department of the main university and send the following documents to the email inter@mgpu.ru:
- a scanned copy of the passport page with personal data;
- a copy of the document on education level and (or) qualification;
- a completed application for the visa invitation (sent to the applicant after contacting the university).
Medical examination and fingerprinting
All international students who entered the Russian Federation after 12.29.2021 (with the exception of citizens of the Republic of Belarus) must undergo a medical examination and fingerprinting within 90 days after arrival.
